Tencent Cloud international credit balance & CAM key guide

Connect Tencent Cloud international with minimal CAM permissions. Read USD shared-account available credit, not cash, Hunyuan-only funds or China-site balance.

Awaiting live-account verification

Guide updated

Implemented from official international API, account-currency and CAM documentation reviewed 2026-10-17. Real accounts, least-privilege access, signed-in navigation and reconciliation await user testing. China validation does not transfer. No supplier login, paid model call or permission change was performed.

Required credentials
Dedicated international CAM user's SecretId / SecretKey
Monitoring currency
USD · official international transaction currency; cents / 100, no FX conversion
What is monitored
Available credit (CreditBalance) · not cash
Only fixed read-only POST https://billing.intl.tencentcloudapi.com/, DescribeAccountBalance 2018-07-09, TC3-HMAC-SHA256 and TempCredit=true. The main amount is CreditBalance / 100 for the credential's international cloud account, including non-AI services—not a Hunyuan, project or key wallet. No bills, payments, permission changes or model requests.

Check manually without sharing a key

  1. Sign in yourself to the international site; a person with financial access opens Billing Center → Payment Management → Payment.
  2. Confirm the account and USD, then distinguish available credit, total credit limit, frozen funds and overdue amounts. Payment-channel currency or cash is not CreditBalance.
  3. Record the check time because settlement can change amounts. If a console field does not map to the API, ask Tencent Cloud rather than calculating cash yourself.

Connect Tencent Cloud international to Quota Monitor

  1. Identify the international billing account

    Sign in yourself at console.tencentcloud.com, then open Billing Center → Payment Management → Payment. Confirm this is the international account that pays for your services and uses USD. For a China account, use the separate China guide.

    Check: someone with existing financial access can inspect this account's available credit. Do not top up, apply for credit or change auto-payment for monitoring. Ask your existing administrator if you do not manage the account.

  2. Create a dedicated CAM sub-user

    As an administrator, open CAM → Users → User List → Create User → Custom Creation. Choose Access Resources and Receive Messages and a unique name such as quotamonitor-billing-intl. Avoid Quick Creation, which defaults to AdministratorAccess.

    Check: enable Programming access for API use only; console-password access is unnecessary. Do not choose a message-only user. Complete the on-screen verification and creation without attaching administrator or broad finance templates, or changing existing business users.

  3. Create the single-action policy

    Open CAM → Policies → Create Custom Policy → Create by Policy Syntax. Start from Blank Template, click Next and name it QuotaMonitorIntlBalanceRead. Replace the entire editor contents with the JSON below, then select Complete.

    Check: version is 2.0, the sole action is finance:DescribeAccountBalance and resource is *. The API service is billing, but its CAM prefix is finance. This operation-level action cannot target one project and does not support an IP condition. Do not retain administrator-template permissions from other official examples.

    Tencent Cloud international read-only policy JSON

    {
      "version": "2.0",
      "statement": [
        {
          "effect": "allow",
          "action": [
            "finance:DescribeAccountBalance"
          ],
          "resource": [
            "*"
          ]
        }
      ]
    }

    Copies the complete JSON without keys or account details.

  4. Attach the policy to the sub-user

    Return to CAM → Users → User List. Find the dedicated user and click Authorization. Filter custom policies, select QuotaMonitorIntlBalanceRead and confirm with OK. The user details' Permissions → Associate Policy is another association entry.

    Check: the user's permissions list shows the policy attached, with only finance:DescribeAccountBalance. Creating a policy alone grants nothing. If its name is already taken, inspect its contents or choose a new dedicated name; do not overwrite another workload's policy.

  5. Save one matching key pair

    In that sub-user's details, choose API Keys → Create Key. Save the SecretId and SecretKey together in your secure password manager. If creation already produced a dedicated pair, use it instead of creating another.

    Check: both values belong to the same active international sub-user key. SecretKey is provided only at creation. If lost, have the administrator replace it through your established security process without deleting another workload's keys or broadening access. Never send credentials in chat, screenshots, browser URLs or MCP arguments.

  6. Select the international provider in Quota Monitor

    Open your workspace and target project in Quota Monitor, add a provider connection and select Tencent Cloud international · USD. Use a recognizable connection name, such as International cloud billing; do not select the China provider.

    Check: the form asks for two masked fields, SecretId and SecretKey, not Region, Uin, endpoint, project ID or a model API key. Currency is fixed to USD; neither CNY nor your payment card's local currency is a substitute.

  7. Enter and save the credentials

    Paste SecretId into SecretId and SecretKey into SecretKey, then save using the form. For a secure setup link, first confirm that it belongs to your own workspace. Credentials are encrypted and full values are not displayed afterwards.

    Check: the new connection shows the international provider and only a credential suffix. Opening the help drawer does not submit; switching providers clears unsaved credentials. Neither your cloud password nor a root key is needed.

  8. Refresh and reconcile each field

    Wait for the first sync or select Query latest balance, then confirm that the successful query time changes. Available credit (CreditBalance) is USD cents divided by 100: a synthetic 12345.67890123456789 cents becomes USD 123.4567890123456789.

    Check: reconcile with available credit in the same international billing account, not cash, the total credit line or a monthly bill. Details retain the separate RealBalance and RealCreditBalance meanings. If console wording differs, confirm its API mapping rather than reconstructing the total. REST/MCP tencentGlobalBalance.availableCredit matches the card.

  9. Monitor without overclaiming verification

    If a later refresh fails, inspect the error code and last successful time; the retained value is not a new read. Zero, negative, frozen and temporary-credit values can have different operational meanings. Ask Tencent Cloud when unsure instead of assuming suspension or a reset date.

    Check: confirm your own real least-privilege access and first amount reconciliation before marking acceptance complete. These steps are based on public documentation, not a signed-in walkthrough of your account. Do not top up or change auto-payment or credit authorization.

What Quota Monitor reads from Tencent Cloud international

  • International USD and China CNY accounts are separate. No cross-site credentials, verification claims or endpoint fallback. The API has no currency field; USD comes from official international account documentation, not language or location guessing.
  • CreditBalance is available credit. RealBalance, RealCreditBalance, CreditAmount, FreezeAmount, OweAmount and TempCredit are independent details. Never substitute or add them, or infer costs by subtracting available credit from the limit.
  • The official example has RealBalance=0 while CreditBalance and RealCreditBalance=10000000000 cents. Similar descriptions do not make these values equal. CashAccountBalance, IncomeIntoAccountBalance and PresentAccountBalance are documented as not applied internationally and are omitted, not shown as zero cash.
  • Zero, negative and fractional-cent amounts are preserved. Missing primary data or denied reads fail and retain the previous value/time. No reset, expiry or model-availability promise is inferred, including from temporary-credit detail dates.
  • Connections using one cloud account duplicate the same credit; never sum them. Quota Monitor thresholds and daily-burn forecasts are your own settings, not changes to the provider's credit line, billing cycle or payments. Actual daily burn is not read by this API.
  • The dashboard shows the latest successful snapshot. Manual refresh queries the provider again but cannot eliminate upstream billing delays. An old balance is not a new result after a failed query.

Tencent Cloud international FAQ and troubleshooting

UnauthorizedOperation.CamNoAuth or access denied?
Verify the dedicated user actually has the version 2.0 finance:DescribeAccountBalance policy with resource *, and check existing permission boundaries or explicit denies. Do not use a billing: prefix or add administrator access to troubleshoot.
AuthFailure, signature or timestamp error?
Check that the complete, active SecretId and SecretKey are a matching international pair. Model keys, China credentials and STS tokens are unsupported. SignatureExpire needs a server-clock check. Never share signed headers or keys in chat.
Why does available credit differ from cash or RealBalance?
They are separate fields, and the official international example already differs. The primary value is CreditBalance only. CashAccountBalance and similar cash fields are not applied internationally; they cannot establish a cash balance.
My card is charged in KRW. Why show USD?
International transactions and billing use USD according to Tencent Cloud; a Korean payment channel may debit KRW. This integration only divides USD cents by 100. It performs no FX conversion and does not follow the card currency.
Missing, negative, failed or rate-limited values?
Missing CreditBalance is not zero. Invalid or denied responses retain the old snapshot. Negative amounts remain negative; for 429, wait for the next sync. Investigate recurring failures using a sanitized error code and time, never a full upstream response.
When does this reset, and is it a Hunyuan project wallet?
This reads shared cloud-account credit, not a project wallet or key cap. No reset date is promised; temporary-credit detail dates are not treated as resets. Never sum duplicate connections or assume that this amount guarantees model access.
